Member's Discussion Issue
27 Pay Dates in 2004

At our September chapter meeting one member noted that she’ll be facing the problem of  27 bi-weekly Friday pay dates in 2004, and wondered how other payroll professionals in the same position are planning to handle it.

Member Response - "Our company will be doing nothing different. No changes in salary at all.  We will however the last payroll of the year will be free benefits except for 401k and garnishments. No change in the salary is needed."

TOYS for TOTS!
Please bring your unwrapped gifts to the December 18, 2003 meeting.  This organization is one of the best at delivering kindness and happiness to children of all ages and backgrounds during the holiday season.

Sponsoring Toys For Tots allows the Northstar Chapter membership the opportunity to give to our community during this Holiday season. Donated toys should be unwrapped.  This year, there is an emphasis on toy donations for older children.  If you are unable to shop for a toy, the Chapter will be happy to accept cash or a check for the cause instead.  Thank you for supporting Toys For Tots!

Visit the Toys for Tots web siteThe mission of the U.S. Marine Corps Reserve Toys for Tots Program is to collect new, unwrapped toys during December each year and distribute those toys as Christmas gifts to needy children in the community in which the campaign is conducted.  The primary goal of Toys for Tots is to deliver, through a shiny new toy at Christmas, a message of hope to needy youngsters that will motivate them to grow into responsible, productive, patriotic citizens and community leaders.  The objectives of Toys for Tots are to help needy children throughout the United States experience the joy of Christmas; to play an active role in the development of our nation's most valuable natural resource - our children; to unite all members of local communities in a common cause for three months each year during the annual toy collection and distribution campaign; to contribute to better communities in the future.

09/12/03 - IMPORTANT MESSAGE FROM THE APA
CERTIFICATION & CHAPTER RELATIONS DEPARTMENTS

Within the past week you may have received an email from Larry Holyoke of TALX Corp. inviting you and your chapter members to a free eSeminar. The email referred to APA, and displayed the CPP and FPC designations. We want you to know that the APA is not sponsoring this event, nor have we been involved with the development of the course content. For those who are recertifying as a CPP or FPC through continuing education, please follow the same guidelines that you would for any educational event that you plan to submit for recertification credit, as explained in your Recertification File Folder. That is, request an agenda, then determine if the content is appropriate by comparing it to the Content Outline for the appropriate exam (CPP or FPC); and request back-up documentation such as a certificate of attendance for the event.

Suzanne Klauenberg, Ph.D.
Manager of Professional Competency
American Payroll Association

National Payroll Week
September 1-5, 2003
2003 NPW Artwork

Visit the NPW web site!
This special week celebrates many things important to each of us who works. From the economic, cultural, and social achievements of workers, to the significance of “an honest day’s work for an honest day’s pay,” National Payroll Week is a celebration on many levels.

NPW celebrates the unique partnership among America’s workers, their companies, the payroll professionals who pay them, and critical government programs such as social security, Medicare, fair labor standards, and child support. Together, through payroll withholding, they contribute and collect 70% of U.S. Treasury revenue.

IRS Releases Publication 15-T, New Withholding Tables

June 2003 - The IRS has released Publication 15-T, New Withholding Tables (For Wages Paid Through December 2004) with the instruction that "employers should begin using the withholding tables in this publication as soon as possible." The change is a result of the Jobs and Growth Tax Relief Reconciliation Act of 2003 (Pub. L. No. 108-27). Publication 15-T, which replaces Notice 1036 (Early Release Copies of New Income Tax Withholding Tables), is available for download.

Labor Department Proposes Long-Awaited Revision of White Collar Exemption Regulations

On March 31, the U.S. Department of Labor’s Wage and Hour Division proposed sweeping changes to the regulations defining who is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act. The regulations would update salary levels used in determining exempt status for the first time since 1975, while the duties tests would receive their first overhaul since 1949. DOL hopes the new rules will make it easier for employers to properly classify employees as exempt or nonexempt, and will help employees understand when they are due overtime pay.

April’s Community Outreach - Food Shelf "Fund Drive" for the Iron Range -or- * DFTBYCTTAM

There is a great need for food in Minnesota, especially in the Iron Range, due to the slowing economy–and the changing world situation.  We can make a difference.  We can also “S-T-R-E-T-C-H“ our donations further by contributing dollars instead of foodstuffs.  The Food Shelves can buy 5 times as much for each dollar because they have access to discounted food that we do not.

Minnesota Foodshare, which is located in Minneapolis, is handling the dollar donations for the Iron Range Food Shelves that are contributed through the month of April.  All you need to do is to make your check out to "Minnesota Food Share" and write "Iron Range Fund" in the memo section.  When the checks are sent to the Minnesota Food Share they take care of evenly distributing the funds to all of the food shelves in the Iron Range area.

* Don’t Forget To Bring Your Checkbook To The April Meeting!

Topic: Employing and Paying US Citizens Abroad and Aliens in the US
