Meeting called to order at 12:10 p.m.

February Membership Meeting
 | Topic: Automated Time and Attendance |
 | Speakers: Gloria Hoffman, CPP and Jeff Goldburg (approximately
one hour and 20 minutes |
 | Start meeting with Marcia Aamodt and Linda Obertin presenting
the Five Year Plan for the Northstar Chapter developed at the Board Retreat (approximately
15 minutes and will start during breakfast) |
 | Speakers will need internet access through a phone line -
Jerry will take care of setting this up. |
Five Year Plan Review
Change dates in plan as follows:
 | Communication Project Plan - December 1998 to May 1999 |
 | Education & Technology - December 1998 to March 1999 with
an Implementation of June 1999 |
 | Web Site - remove December 31, 1998 and make both dates
February 1999 |
 | Community Service - dates okay |
Chapter of the Year
 | Dianne Wright has volunteered to assist with this project. |
 | Ann Johnson handed out assignments to the Board members - due
by Friday, February 12, 1999 |
 | Ann will schedule two evening sessions to brainstorm and
coordinate information to be included in the document. Thursday evening seemed to be the
most convenient for the volunteers. |
 | Ann has scheduled a session at G&K for Saturday, February
20, 1999 to assemble the document, prepare the poster and Fed Ex to the National APA. |
 | Ann mentioned that pictures are still needed. |
 | Discussion surrounding the poster identified that we will use
the balloon theme from the State Conference and attempt to make it more colorful to match
that theme. Linda and Ann will check into this process. |
 | Ann indicated we want to make sure to highlight the Board
retreat due to the positive nature of that event. |
 | We will also include the Mission Statement and the web site on
the poster. |
 | It was confirmed that there is no specified budget for the
Chapter of the Year project and everyone should turn in their receipts. |
Newsletter
 | The newsletter will be assembled and mailed this weekend. |
 | Robin will get the registration form to Ann on Friday, January
29, 1999. |
 | Ann indicated that she has been receiving lots of Job Openings
and it is filling up the Newsletter. It was confirmed that only members can use this
medium to post jobs for their companies. We will limit the entry to company posting, name
of job and contact for the opening. |
Web Site
 | Denice McMahon presented the prototype of the web page for the
Northstar Chapter. |
 | Joel Baglien is the vendor we are working with to develop the
site. |
 | Joel designed a new logo for the chapter. Ann Johnson made a
motion to change the logo to this new design. Marcia Aamodt second the motion. We will
change the logo on our stationery and envelopes to the new logo with our next order. |
 | Denice indicated there is a three phase approach to the web
site: Phase I - initial prototype ($1,800), Phase II - enhancements, Phase III - add job
postings, membership directory, registration forms, newsletters, officer's listing. |
 | The total cost is approximately $2,500. |
 | There will be a monthly maintenance fee of $140, but it was
recommended that we get the training required to do it ourselves. |
 | Ann Johnson made a motion to move ahead with the web site.
Jerry Gunderson second it. |
 | Denice made a motion we add another member to the Board for
maintenance of the web site. Linda Obertin second it. Marcia will research the by-laws to
determine if we must amend them to add a member. |
 | A discussion identified that we should get cost savings from
the elimination of the mailing of the membership directory, newsletter, registration
forms, etc. Part of the survey for the Communication Plan will identify who has e-mail
addresses, so we can limit the mailings to only those who don't have addresses. |
 | Denice mentioned that additional security would be needed if
we are to restrict access to members only. |
Annual State Conference
 | This year's conference will be held on September 16 and 17,
1999 at the Minneapolis Convention Center. |
 | We will be coordinating efforts with the IHRM group to
demonstrate the interrelationship between HR and Payroll. Contact at IHRM is Brenda Stine. |
 | The IHRM conference was previously a one day event, but they
have agreed to go to two days. |
 | The proposed cost of the conference is $200.00 ($150.00 was
the APA cost in the past). |
 | They usually have approximately 35 vendors and they get a lot
of support of sponsors to pay for the books, prizes, etc. |
 | There will be a meeting held at the Olive Garden (at 394 and
Highway 100) on Wednesday, February 3, 1999. Denice McMahon, Ann Johnson and Nancy Johnson
will be meeting with the IHRM committee. They are willing to negotiate how the proceeds
are distributed due to participation. |
 | Marcia Aamodt suggested that it may be a good idea for the
President and Vice President of each organization, plus the Committee Chairs, to meet to
discuss the budget, expectations and framework of the conference. It was decided that
Denice would try to set up this meeting to be part of the February 3rd session. |
 | Denice indicated the room fee for the two days is $2,800 (our
portion would be $1,400). |
 | Cost of the meals will be separate. |
